The client
For over 70 years, A2Dominion has been building and maintaining homes across London and southern England. They provide homes for more than 70,000 customers and manage over 38,000 properties. Their purpose is to ensure safe and high-quality homes for their residents.

The project
The projects involved providing procurement consultancy services in relation to A2Dominion’s asset and property maintenance managed services and operational support across approximately 38,000 properties located throughout London and the South of England.
FFT provided inception to completion procurement support for the new planned works and cyclical decorations contracts. As well as delivering the procurements, FFT also led on the lessons learnt review from the previous frameworks and the stakeholder workshops to scope the requirements for the new Contracts. The new Contracts all went live in November 2023 and will run for a maximum of 11 years at a combined value of circa £80,000,000.0
FFT also provided inception to completion procurement support for the new Joint Venture model to provide responsive repairs, voids, electrical works and fire remedial actions. The new Joint Venture went live in September 2023 and will run for a maximum of 26.5 years at a value of circa £465,000,000.00. FFT’s role was to undertake all aspects of the procurement under the Competitive Dialogue procedure.
Our role
FFT provided end-to-end procurement consultancy, from the initial review of the existing frameworks through to contract award and mobilisation. This included leading stakeholder engagement workshops, conducting the soft market engagement day and preparing an options appraisal covering procurement route, contract structure, lotting strategy and contract duration.
We managed the procurements in accordance with the Public Contracts Regulations 20215 (PCR), preparing all tender documentation, including the SQ, ITT, term brief, specification, KPIs, social value requirements and the commercial model. The processes were delivered under the restricted and competitive dialogue procedures using MyTenders e-tendering portal to ensure transparency and compliance.
FFT supported the procurement of planned works and cyclical decoration contracts, valued at approximately £80m, with a maximum duration of 11 years and a joint venture agreement for responsive repairs, voids, electrical works and fire remedial actions, valued at approximately £465m with a maximum term of 26.5 years.
We also provided ongoing procurement and technical advice throughout, supporting contract mobilisation and providing guidance on evaluation weightings, the commercial model and construction specifications.
FFT’s role was also to provide advice in relation to the likes of Section 20 consultation to ensure A2Dominion were able to recharge their leaseholders and ensure essential funds could be reinvested into their property stock.
The challenges
A key challenge was re-procuring and mobilising multiple major contracts while maintaining continuity of services across A2Dominion’s housing portfolio. FFT’s involvement allowed A2Dominion staff to continue to perform their daily role with as little impact as possible. Therefore, by leading on each of the procurements, preparing and facilitating all the workshops/engagement events and project managing the process, etc. A2Dominion staff can focus as much time as possible on delivering their actual day job on a BAU basis.
Added value
FFT helped A2Dominion develop measurable KPIs and social value requirements to support improved service delivery and better outcomes for residents.
We also delivered contract management training to over 30 members of A2Dominion staff on the JCT MTC and TPC forms of contract, strengthening the organisation’s ability to manage the new contracts and maximise long-term value.
The outcome
The programme resulted in the successful procurement and award of the new repairs and voids contract, planned works contracts, cyclical decorations contracts and external refurbishment frameworks.
These arrangements are now supporting construction works across the portfolio, including recladding projects and fire door replacements. FFT also supported the delivery of a concise asset management strategy and stock condition survey, giving A2Dominion greater visibility of its housing stock and future investment needs.
