The project
London Borough of Haringey commissioned FFT to assess selected residential blocks for the possible presence of reinforced autoclaved aerated concrete (RAAC) – a building safety issue that guidance describes as requiring building duty holders to identify whether RAAC is present and seek competent specialist advice to assess and manage risk.
To focus the programme where RAAC was most likely to be found, the client refined the initial stock list using age and height parameters and FFT then carried out targeted inspections to provide an auditable, evidence‑based outcome for the buildings in scope.
Our role
FFT provided a structured inspection and reporting service, including:
- On‑site inspections by Chartered Building Surveyors
- Consistent recording of findings supported by photos, using a digital inspection form
- Limited confirmatory drill testing where visual exclusion was not possible, with appropriate safety considerations
- A clear schedule and summary dashboard to support governance and decision‑making
The challenges
RAAC can be concealed by finishes and access is not always straightforward, so inspections must be carefully planned and their limitations clearly stated.
Where limited testing is required, duty holders must also consider wider safety risks such as asbestos disturbance and service locations, which shape how and where confirmatory checks could be undertaken.
Added value
FFT’s approach combined risk‑based targeting with consistent site verification, producing clear records that the client can use to evidence a proportionate response aligned with recognised “identify–assess–manage” practice.
This helped reduce uncertainty, support internal governance, and provide a documented basis for any further action if the client’s wider programme identifies other higher‑risk assets.
The outcome
For the blocks surveyed, no properties were found to contain RAAC.
FFT provided a clear schedule of inspections and a summary dashboard of results, giving Haringey an evidence base to support assurance, prioritisation and communication.
