The client

The Royal Borough of Greenwich is a London local authority managing a large housing portfolio and responding to a growing number of housing disrepair claims. These claims require both technical inspection and robust reporting to support legal processes and court proceedings. 

Services provided

The project

FFT supports the Council in managing housing disrepair claims, providing inspections, expert reports and ongoing case support. The service includes acting as an independent expert where required, including appointments as a Single Joint Expert in court proceedings relating to issues such as damp and mould. 

Our role

We carry out property inspections, assess defects and prepare structured reports and Scott Schedules in line with legal requirements. 

To support this, we have developed a bespoke application that enables consistent data capture on site, including photographs, environmental readings and HHSRS‑based assessments. This ensures that all reports are based on a clear and consistent methodology. 

The challenges

The Council is managing a high and increasing volume of disrepair claims. Each case requires accurate and consistent reporting, often within defined legal timescales. 

There is also a need to ensure that evidence is robust and clearly presented, particularly where reports are relied upon in court or shared between parties as part of a Single Joint Expert instruction.

FFT’s structured approach combines technical expertise with system‑led delivery. The use of guided data capture and automated reporting reduces errors and improves consistency across all cases. 

This approach supports both inspection quality and the wider legal process, ensuring reports are clear, consistent and suitable for use in proceedings. 

The outcome

The Council benefits from a more consistent and scalable approach to managing disrepair claims, with improved visibility, faster reporting and stronger supporting evidence. 

This enables the programme to operate effectively at volume while maintaining the quality required for legal scrutiny.
